Former deputy secretary of the party group, and deputy director of Jiangxi Provincial People's Congress Standing Committee, Meigen Yin, accepted private banquet invitations that may affect the impartial execution of official duties, etc. From 2013 to 2023, Yin continuously violated the law by accepting banquets arranged by private entrepreneurs in several private clubs in Nanchang; and illegally accepting gifts and gratuities such as high-grade white wine sent by administration and service recipients. Yin also has other serious violations of discipline and law. She was dismissed from the party and public office. Yin was also suspected of criminal issues and transferred to the procuratorial organs for examination and prosecution in accordance with the law.
Shiying Zou, a former member of the Party committee and deputy director of the Environmental Engineering Assessment Center of the Ministry of Ecology and Environment, accepted banquets arranged by subordinates that might affect the impartial execution of official duties, and participated in publicly-funded dinners and drinks, among other issues. From 2019 to 2023, Zou accepted banquets in high-grade hotels many times that were arranged by the staff of provincial and municipal ecological and environmental departments, and the according cost was paid by the staff of lower-level ecological and environmental departments and private business owners. He illegally participated in a banquet arranged by a state-owned enterprise during a research stay, and the related expenses were covered by the public funds of the enterprise; on several occasions during the festival, he received gifts sent by personnel of environmental protection enterprises through express delivery and other means. Zou received a serious warning within the party, including political demerits, and removal from office.
Pingjiu Liu, a second-level inspector of the Department of Tourism, Culture, Radio, Television, and Sports of Hainan Province, accepted banquets and invitations that might affect the impartial execution of his official duties. From 2012 to 2022, Liu repeatedly accepted banquets offered by private business owners that might affect the impartial execution of official duties; he accepted gifts of high-grade white wine and other gifts from private business owners for many times. Liu also had other disciplinary and illegal issues, and received a serious warning as well as a demerit within the party.
Shenghong Yan, deputy division chief of the Sixth Division of the Xinjiang Production and Construction Corps and deputy mayor of Wujiaqu, and Ruoqiang Yin, a member of the party group and deputy director of the Corps' education bureau, accepted banquets in the internal cafeteria of an enterprise that might affect the impartial execution of official duties. In March 2023, Yan and Yin illegally gathered for meals and drank alcohol in the internal cafeteria of a private enterprise, and the related expenses were paid by the owner of the private enterprise. Yan and Yin were each given a warning within the party.
Yang Pei, deputy director of the Natural Resources and Ecological Environment Division of the Beijing Municipal Finance Bureau, accepted banquets arranged by subordinates that might affect the impartial execution of official duties, among other issues. In April 2023, during his tenure as Deputy Director of the Agricultural and Rural Affairs Division, Pei accepted a banquet arranged by the staff of the Finance Bureau of a district in Beijing and a private enterprise owner in the internal cafeteria of the enterprise with the related expenses borne by the private enterprise owner, and received gifts from the staff of the Finance Bureau of the district after the banquet. Pei received a warning from the party.
Problems of over-standard reception and "chi gonghan" in the People's Court of Xinping Yi and Dai Autonomous County, Yuxi, Yunnan Province. From 2019 to 2021, the People's Court of Xinping has repeatedly carried out over-standard and over-scope reception, reception without official letters, and reimbursement of over-standard expenses by fraudulently using blank official letters from other courts. The then secretary of the party group of the hospital, President Wu Ma took the main responsibility and received a warning within the party.
Xijin Li, a former member of the Party committee and chief accountant of Huadian Energy Corporation, accepted banquets in the internal cafeteria of the supplier's enterprise that might affect the fair execution of official duties. From 2016 to 2022, Li repeatedly accepted banquets arranged by suppliers at the in-house cafeteria and received gifts from them. Li received a serious warning and a major demerit within the Party.
Jianbin Wu, a member of the Party committee and vice president of the Bozhou branch of the China Construction Bank in the Xinjiang Uygur Autonomous Region, uses public funds to have meals and drinks. From 2022 to 2023, Wu repeatedly arranged for his subordinates to get public funds through fictitious reception matters, which were used to pay for the costs of illegal receptions and personal banquets; and he accepted gifts sent by suppliers. Wu received a serious warning within the Party.
The Central Commission for Discipline Inspection and the State Supervisory Commission pointed out that the issue of food and drink is by no means trivial, and is related to the Party's image in the eyes of the people. Since the 18th Party Congress, the wind of illegal eating and drinking has been vigorously curbed, but the problem still occurs from time to time. Some people dodged to avoid supervision. Some of the "delicate" turns to "eat public money", "eat gonghan", some invisible mutations "eat the boss", "Eat the lower level", some hide in private clubs and other places to eat and drink, some "rice as a bureau", engaged in gangs, interests of the collision. Illegal eating and drinking are most of the violations of discipline "fuse", the "catalyst" of corruption, and the enemy of the style of construction. With stubbornness and repetition, a little laxity may breed and spread, we must focus on the rectification.
